- The first international NABCI workshop held in Puebla, Mexico in November, where a mapping team comprised of members of the United States, Mexico and Canada assembled to develop a consistent spatial framework for bird conservation for North America.

- CEC Project 98.02.01, “Cooperation in the Conservation of Birds in North America” is completed, leading to the identification of over 150 Important Bird Areas in North America and the development of a North American Strategy and action plan to conserve non-waterfowl species.

- CEC Council approves the North American Bird Conservation Initiative strategy and action plan, which sets forth preliminary goals, objectives and actions for the conservation of all birds in North America.

- NABCI Bird Conservation Regions, ecoregions with similar bird communities, habitat and resource management issues, nested in the ecological units previously established by the CEC, are described and adopted.
